You can exchange draco only for any tier draco set, you can only use row for t1 and t2 set.

Actually you cant buy uber using draco from other player, you can only buy draco set using draco from the web, and t1 and t2 for rows from the web also. You can only get uber item from other player via donation thru the power of bta or just donate from the web.
